New Interactive Heatmap Shows Top States, Congressional Districts for Medicare Advantage Enrollment

Medicare Advantage is tops in Florida and Hawaii, with over 46% MA enrollment statewide, reaching 72% in Miami suburbs. More than 60 Congressional districts nationwide exceed 50% MA enrollment.

Washington, D.C. – Better Medicare Alliance (BMA), the leading research and advocacy organization supporting Medicare Advantage, unveiled its new, interactive heatmap today featuring Medicare Advantage enrollment figures in states, Congressional districts, and counties nationwide.

The map, populated with May 2020 enrollment data from the Centers for Medicare & Medicaid Services (CMS), demonstrates the continued strength of Medicare Advantage across the country as enrollment swells to 24.2 million beneficiaries.

The top 10 states for Medicare Advantage enrollment include Florida (46.46% MA enrollment) and Hawaii (46.34%), followed close behind by Oregon (45.56%), Pennsylvania (42.38%), and California (42.17%). Rounding out the list are Alabama (42.12 %), Connecticut (41.79%), New York (41.59%), Arizona (40.83%) and Tennessee (40.24%). 

“Our new enrollment map takes the latest CMS data and presents it in an accessible, easy-to-use way – helping seniors and policymakers alike identify Medicare Advantage enrollment in a given state, Congressional district, or county,” said Allyson Y. With over 60 Congressional districts across the country boasting Medicare Advantage penetration rates of 50% or higher, this map will be a valuable tool for lawmakers to keep their finger on the pulse of constituents’ health care choices and for beneficiaries to more effectively advocate for themselves.”

While Medicare Advantage garners widespread bipartisan support on Capitol Hill, eight of the top 10 Congressional districts for Medicare Advantage enrollment rates are represented by Democratic members.

The top 10 Congressional districts for Medicare Advantage enrollment rates include:

  • Florida’s 24th Congressional District: 72% of Medicare-eligible beneficiaries choose Medicare Advantage. FL-24 is represented by Frederica Wilson (D).
  • New York’s 25th Congressional District: 68% of Medicare-eligible beneficiaries choose Medicare Advantage. NY-25 is represented by Joseph Morelle (D).
  • New York’s 15th Congressional District: 67% of Medicare-eligible beneficiaries choose Medicare Advantage. NY-25 is represented by Jose Serrano (D).
  • Florida’s 26th Congressional District: 67% of Medicare-eligible beneficiaries choose Medicare Advantage. FL-26 is represented by Debbie Murcarsel-Powell (D).
  • Florida’s 20th Congressional District: 66% of Medicare-eligible beneficiaries choose Medicare Advantage. FL-20 is represented by Alcee Hastings (D).
  • New York’s 27th Congressional District: 63% of Medicare-eligible beneficiaries choose Medicare Advantage. NY-27 is represented by newly-elected Chris Jacobs (R).
  • Pennsylvania’s 18th Congressional District: 63% of Medicare-eligible beneficiaries choose Medicare Advantage. PA-18 is represented by Mike Doyle (D).
  • Florida’s 27th Congressional District: 62% of Medicare-eligible beneficiaries choose Medicare Advantage. FL-27 is represented by Donna Shalala (D).
  • Pennsylvania’s 17th Congressional District: 62% of Medicare-eligible beneficiaries choose Medicare Advantage. PA-17 is represented by Connor Lamb (D).
  • Florida’s 25th Congressional District: 61% of Medicare-eligible beneficiaries choose Medicare Advantage. FL-25 is represented by Mario Diaz Balart (R).
